In a proactive move to maintain peace and prevent any potential disturbances during the upcoming Muharram observances, authorities in Sambhal district, Uttar Pradesh, have placed over 900 individuals under preventive restrictions. District Magistrate Rajendra Pensiya confirmed on Friday that these measures are part of a broader strategy to ensure communal harmony and public order.
Pensiya stated that "more than 900 people have been bound under preventive action," with verification of other individuals still underway. He emphasized that anyone found attempting to create conflict or disrupt communal harmony will face similar restrictions, and their surety bonds will be forfeited if they cause trouble. The amount of the surety bond varies, ranging from ₹1 lakh to ₹5 lakh, depending on the individual's past record and the sub-divisional magistrate's (SDM) assessment of their potential threat. This includes both individuals with prior records and new names identified as potential disruptors.
The District Magistrate also confirmed the invocation of Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) as part of these preventive actions. Section 163 grants magistrates the power to issue orders in urgent cases of nuisance or apprehended danger, allowing authorities to act swiftly to prevent violent situations or harm to people or property without waiting for an actual incident to occur. This legal provision is critical for pre-emptive law and order management, especially during sensitive periods.
